To achieve Chinese path to modernization, we must accelerate the overall revitalization of the countryside. At present, agriculture has once again achieved a bountiful harvest, and rural areas are harmonious and stable. At the same time, the international environment is complex and severe, and China's development is facing an increasing number of uncertain and unpredictable factors. The more we deal with risks and challenges, the more we need to consolidate the foundation of agriculture, rural areas, and farmers' work. To do a good job in the work related to agriculture, rural areas, and farmers in 2025 and beyond, we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, thoroughly implement General Secretary Xi Jinping's important statements and instructions on agriculture, rural areas, and farmers, adhere to and strengthen the Party's comprehensive leadership over agriculture, rural areas, and farmers' work, fully and accurately implement the new development concept, adhere to the general tone of seeking progress while maintaining stability, prioritize the development of agriculture and rural areas, adhere to integrated urban-rural development, uphold integrity and innovation, anchor the goal of promoting the comprehensive revitalization of rural areas and building a strong agricultural country, take reform and opening up and technological innovation as the driving force, consolidate and improve the basic rural management system, deeply study and apply the experience of the "The, We will ensure that there is no large-scale return to poverty, improve the level of rural industrial development, rural construction, and rural governance, and do everything possible to promote agriculture to increase efficiency, rural vitality, and farmers' income, so as to provide basic support for promoting Chinese path to modernization.
1、 Continuously enhancing the supply guarantee capability of important agricultural products such as grain
(1)Deepen the action to increase the yield of grain and oil crops on a large scale. Stabilize the planting area of grain, focus on improving yield and quality, and ensure stable and high yield of grain. Further expand the implementation scale of the Grain Yield Improvement Project, increase the integration and promotion of high-yield and high-efficiency models, promote water fertilizer integration, and promote large-scale yield increase. Intensify efforts to implement a new round of tasks to increase grain production capacity by billions of kilograms. We will take multiple measures to consolidate the achievements of soybean expansion, tap into the potential of rapeseed and peanut expansion, and support the development of woody oil crops such as oil tea. Promote stable production and quality improvement of cotton, sugar, natural rubber, and other crops.
(2)Support the stable development of animal husbandry. Monitor and regulate the production capacity of live pigs to promote stable development. Promote the relief of the beef and dairy industry and stabilize basic production capacity. Implement the national standard for sterilized milk and support the integrated development of dairy farming and processing with family farms and farmer cooperatives as the main body. Strict law enforcement and supervision of pig slaughter and quarantine, strengthening the prevention and control of major animal diseases and key zoonotic diseases. Enhance the production capacity of forage grass and accelerate the transformation and upgrading of grassland animal husbandry.
(3)Strengthen the protection and quality improvement of arable land. Strictly control the total amount of arable land and implement the policy of 'compensation based occupation', incorporating various types of arable land occupation into the unified management of occupation compensation balance, to ensure the dynamic balance of annual arable land total within the province. Improve and supplement the evaluation and acceptance standards for cultivated land quality. We will continue to rectify issues such as "greenhouse houses", encroachment on farmland for "lake digging and landscaping", and unauthorized occupation of farmland for building houses, and resolutely curb illegal activities that damage farmland. Develop a basic crop catalog and establish a monitoring system for cultivated land use. Classify and orderly carry out the rectification of "non grainization" of cultivated land, and set necessary transition periods based on the actual industrial development and crop growth cycle. Promote the construction of high standard farmland with high quality, optimize the construction content, improve the mechanism for farmers' full process participation in project implementation, and strengthen the supervision of the entire process of engineering quality. Steadily promote pilot projects for comprehensive utilization of saline alkali land, strengthen the management of erosion gullies in the black soil area of Northeast China and acidification degraded farmland in the south. Classify and promote the reclamation and utilization of abandoned land. Under the premise of ensuring that the task of protecting arable land within the province is not reduced, stable and orderly withdrawal of unstable arable land that affects flood safety in river channels should be carried out. Strengthen the protection of traditional terraced fields.
(4)Promote collaborative research and development of agricultural technology forces. Leading the aggregation of advanced production factors through technological innovation, and developing agricultural new quality productivity according to local conditions. Aim to accelerate breakthroughs in key core technologies, strengthen the coordination of agricultural research resources, and cultivate leading agricultural technology enterprises. Deepen the implementation of the seed industry revitalization action, leverage the role of major agricultural research platforms such as "Southern Breeding Silicon Valley", and accelerate the capture of a number of breakthrough varieties. Continue to promote the industrialization of biological breeding. Promote the high-quality development of agricultural machinery and equipment, accelerate the research and application of domestically produced advanced and applicable agricultural machinery and equipment, and promote the scrapping and renewal of old agricultural machinery. Support the development of smart agriculture and expand the application scenarios of technologies such as artificial intelligence, data, and low altitude.
(5)Strengthen the construction of agricultural disaster prevention and reduction capabilities. Strengthen meteorological services for agriculture, enhance disaster risk monitoring, early warning and forecasting, make good use of regional agricultural socialized service centers and other forces, and minimize disaster losses to the greatest extent possible. Build a modern flood control and disaster reduction system, comprehensively carry out hazard removal and reinforcement of dangerous reservoirs, strengthen the management of small and medium-sized rivers and the construction and renovation of large and medium-sized irrigation areas, and promote the construction of key facilities and management mechanism reform in flood storage and detention areas. Strengthen the management of flood prone areas in plains, promote the construction of agricultural water conservancy facilities and the improvement of ditches and canals, and accelerate the restoration of damaged farmland and irrigation and drainage facilities. Strengthen the construction of farmland protective forests. Monitor and warn of crop pests and diseases, and implement comprehensive prevention and control measures. Enhance the fire prevention and extinguishing capabilities of forests and grasslands.
(6)Establish a sound policy system to support grain production. Implement the minimum purchase price policy for rice and wheat, improve the subsidy policies for corn and soybean producers and rice, and stabilize the subsidy policies for protecting farmland fertility. Reduce the proportion of county-level premium subsidies for agricultural insurance in major grain producing counties, and promote the expansion of the coverage area for full cost insurance and planting income insurance for rice, wheat, corn, and soybeans. Encourage local governments to carry out special loan interest subsidy pilot programs for grain and oil cultivation. Establish a sound reward and incentive system for major grain producing areas, and increase support for major grain producing counties. Initiate the implementation of inter provincial horizontal interest compensation for grain production and sales areas under central coordination, and ensure proper fundraising and distribution. Gradually expand the implementation scope of the action to enhance the public service capacity of grain producing counties.
(7)Improve the coordination mechanism between agricultural product trade and production. Comprehensive measures will be taken to maintain the prices of important agricultural products such as grain at a reasonable level, stabilize market supply and demand, protect the enthusiasm of grain farmers, and safeguard the interests of farmers. Strictly crack down on illegal activities such as smuggling of agricultural products. Strengthen the construction of the port biosafety system. Establish a sound early warning system for damage to the agricultural product industry. Orderly carry out grain procurement and strengthen the supervision of reserve grain. Strengthen the release of agricultural product market information and guidance on expectations.
(8)Build a diversified food supply system. Practice the concept of big agriculture and big food, and develop food resources in all aspects and ways. Strengthen the construction of emergency vegetable supply bases and implement modern facility agriculture renewal projects around large and medium-sized cities. Promote high-quality development of fisheries, support the development of deep-sea aquaculture, and build offshore pastures. Develop forest food and enrich the 'forest grain depot'. Promote the improvement of quality and efficiency in the edible mushroom industry, and promote the development of algae based food. Cultivate and develop bio agriculture, and explore new food resources. Accelerate the establishment of a statistical monitoring system for grain and staple foods. Strengthen the supervision of food safety and agricultural product quality and safety, deepen the management of drug residues in agricultural products, and promote the reduction of the use of veterinary antibiotics.
(9)Establish a sound long-term mechanism for food and food conservation. Solidly promote food conservation and anti food waste actions, establish and improve incentive and restraint mechanisms. Vigorously promote healthy eating, strengthen oil guidance in public canteens, catering institutions, etc., and promote diets that reduce oil, salt, sugar, and whole grains. Promote the reduction of grain machine harvest, moderate processing, and scientific storage.
2、 Continuously consolidating and expanding the achievements of poverty alleviation
(10) Secure the bottom line of preventing large-scale poverty relapse. Continuously consolidate and improve the achievements of the "three guarantees" and drinking water safety guarantee, strengthen follow-up support for relocation, and prevent slackening of thinking and work. Enhance the effectiveness of monitoring and assisting in preventing poverty relapse, and promptly include farmers at risk of relapse into poverty in the assistance. Deepen the campaign to prevent poverty from returning to employment, enhance the employment absorption capacity of the assistance workshops, and stabilize the scale and income of the poverty-stricken population in terms of employment. According to the principles of consolidation, upgrading, revitalization, and adjustment, we will promote the improvement of the quality and efficiency of the assisted industries by classification. Deeply carry out "group based" assistance for science and technology, medical, and education cadres and talents. Strengthen the management of consumer assistance platform enterprises and products.
(11) Coordinate the establishment of a mechanism to prevent rural poverty from returning to poverty and a hierarchical and classified assistance system for low-income populations and underdeveloped areas. Conduct an overall evaluation of the effective connection between consolidating and expanding the achievements of poverty alleviation and rural revitalization, and study and formulate a post transition assistance policy system. Emphasis should be placed on stimulating endogenous motivation, strengthening development oriented assistance to low-income rural populations with labor capacity, enhancing social assistance to ensure a bottom line, supporting the revitalization and development of underdeveloped areas, establishing a hierarchical and classified assistance system, and providing differentiated support through mechanisms such as cooperation between the east and the west and targeted assistance.
(12) Establish a long-term management mechanism for the formation of assets through national investment in poverty alleviation. Conduct a comprehensive inventory of the assets formed by the national investment in poverty alleviation and establish a unified asset registration and management ledger. Develop asset management measures for assistance projects, improve the full process supervision system for asset formation, ownership transfer, management and operation, and income distribution, and promote the preservation and efficiency of operational assets and the sustained role of public welfare assets. Improve the asset classification and disposal system, and support various regions to activate inefficient idle assets.
3、 Focus on strengthening the county-level industries for enriching the people
(13) Develop rural characteristic industries. Adhere to market rules, vigorously develop green and characteristic agricultural product breeding, promote the transformation and upgrading of agricultural product processing industry, implement the plan for cultivating high-quality agricultural brands, create characteristic agricultural industry clusters, and enhance the level of agricultural industrialization. Deepen the implementation of rural industrial integration development projects and cultivate new industries and formats in rural areas. Promote the deep integration of rural culture and tourism, carry out pilot projects to empower rural revitalization with cultural industries, and enhance the level of characteristic, boutique, and standardized rural tourism. Accelerate the construction of a modern circulation network for agricultural products and materials, and support various entities to collaborate and jointly build supply chains. Promote the high-quality development of rural e-commerce.
(14) Improve the mechanism of agricultural cooperation and support. Establish a mechanism linking the support policies for new agricultural management entities with the promotion of farmers' income growth, and regard the linkage between agriculture and rural areas as an important basis for policy tilt. Guide enterprises, farmer cooperatives, family farms, and farmers to closely unite and cooperate, and enable farmers to share more of the value-added benefits of the industry through guaranteed dividends, equity participation, and service driven methods. Standardize and guide social investment in agriculture and rural areas, and improve risk prevention mechanisms.
(15) Expand channels for farmers to increase their income. Guide farmers to develop industry projects suitable for family operation, and develop courtyard economy, agroforestry economy, and homestay economy according to local conditions. Intensify support for stable employment policies, strengthen employment services and labor cooperation, and cultivate and promote distinctive labor service brands. Promote the action of promoting home economics and agriculture. Strengthen employment support for older migrant workers. Promote the comprehensive coverage and effective operation of the wage payment guarantee system for migrant workers, and rectify various wage arrears in accordance with the law. Develop distinctive county-level economies, support the development of industries with large employment capacity for the benefit of the people, and promote local employment and income growth for farmers. Implement the special action of strengthening agriculture, benefiting farmers, and enriching farmers in digital rural areas. Expand the implementation scale of work for relief projects and promote work for relief in key engineering projects and agricultural and rural infrastructure construction.
4、 Focus on promoting rural construction
(16) Coordinate the planning and layout of urban and rural areas in counties. In response to the trend of population change, we will promote the organic combination of comprehensive rural revitalization and new urbanization, give full play to the spatial coordination and element guarantee role of county and township land spatial planning, and promote the integration of urban and rural industrial development, infrastructure, and public services. To improve the quality and effectiveness of village planning, it is not allowed to require full coverage of village planning. For those that do not need to be prepared, they can be controlled and guided in the county and township land spatial planning, or general management regulations can be introduced. Reasonably determine the focus and priority of village construction, coordinate construction and management, and explore rural construction models with regional characteristics. On the premise that the total amount of arable land does not decrease and the layout of permanent basic farmland is basically stable, a comprehensive land consolidation will be carried out with the county as the overall planning unit and the township as the basic implementation unit.
(17) Promote the extension of infrastructure to rural areas. Classify and promote the integration of urban and rural water supply, the scale of centralized water supply, and the standardization of small-scale water supply construction. In places where conditions permit, rural water supply can be managed and professionally managed at the county level. Implement a new round of rural road improvement action, carry out risk and hidden danger investigation and rectification of rural roads, bridges and tunnels, and continue to promote the high-quality development of "four good rural roads". Consolidate the achievements of passenger transportation in towns and villages with conditions, improve rural waterway transportation conditions, and promote the integrated development of rural passenger, freight, and postal services. Deepen the entry of express delivery into villages and strengthen the construction of comprehensive logistics service stations at the village level. Deepen the construction of county-level commercial system, support chain operation layout in county-level markets, and promote the extension of cold chain distribution and instant retail to townships. Promote the exchange of old for new rural consumer goods and improve the recycling network for waste household appliances. Consolidate and improve the level of rural electricity security, strengthen the development and utilization of distributed renewable energy in rural areas, and encourage the construction of public charging and swapping facilities in areas with conditions. Improve the universal service level of telecommunications in rural areas. Continue to implement the renovation of dilapidated rural houses and seismic resistant rural houses, and do a good job in the restoration and reconstruction of damaged houses in disaster stricken areas.
(18) Improve the level of basic public services in rural areas. Optimize the allocation of regional educational resources, improve the operating conditions and management level of boarding schools in terms of fire and safety, and run necessary small-scale rural schools well. Comprehensively strengthen the management of nutrition improvement plans for rural compulsory education students, ensuring food safety and standardized use of funds. Focusing on personnel sinking, we will promote the construction of a closely knit county-level medical community, enhance the service capabilities of central township health centers, and promote the construction of a remote medical service system. Strengthen the construction of rural infectious disease prevention and emergency response capabilities, and carry out in-depth national fitness and patriotic health campaigns. Establish a sound long-term mechanism for basic medical insurance participation, and increase the maximum payment limit for major illness insurance in the following year for rural residents who have been continuously insured and have zero reimbursement in the current year. Gradually increase the basic pension insurance for urban and rural residents. Establish a sound three-tier elderly care service network in counties and villages, carry out innovative pilot projects for county-level elderly care service systems, and encourage the development of village level mutual assistance elderly care services. Develop rural infant and toddler care services. Expand the coverage of assistance and protection institutions for minors, and improve the quality of care services for left behind and disadvantaged children. Strengthen the protection and rehabilitation assistance for people with disabilities.
(19) Strengthen the governance of rural ecological environment. Deepen the battle against agricultural and rural pollution control, continuously promote the improvement of rural living environment, and build beautiful countryside. Establish a sound implementation mechanism for rural toilet renovation and improve the socialized management and service system. Choose a rural domestic sewage treatment model based on local conditions, promote the coordinated treatment of toilet manure and domestic sewage, and basically eliminate large areas of black and odorous water bodies in rural areas. Promote the reduction of rural household waste at the source, on-site and nearby treatment, and resource utilization. Strengthen the systematic governance of areas with prominent agricultural non-point source pollution, enhance the resource utilization of livestock and poultry manure, and improve the treatment of aquaculture wastewater. Promote the safe utilization of polluted farmland, strengthen the tracing and remediation of heavy metal pollution in agricultural soil. Support the comprehensive utilization of straw, accurately define the scope of prohibited burning, and implement the requirements of prohibited burning control in accordance with laws and regulations. Vigorously promote the "Three North" project, strengthen resource coordination and joint prevention and control, and enhance the comprehensive management effect of sand prevention and control. Strengthen the protection and restoration of grassland ecology. Promote the construction of ecologically clean small watersheds. We will firmly promote the ten-year fishing ban in the Yangtze River, strengthen the rescue of rare and endangered species in the Yangtze River, and restore important habitats.
5、 Focus on improving the rural governance system
(20) Strengthen the construction of grassroots party organizations in rural areas. Deepen the promotion of Party building to promote rural revitalization, adhere to Party building leading grassroots governance, and enhance the leadership ability of grassroots Party organizations. Maintain the stability of the term of office for members of the county-level party and government leadership team, continuously strengthen the construction of township leadership teams and cadre teams, and focus on solving the problem of some young cadres' lack of adaptation to the local conditions at the grassroots level in rural areas. Carry out the nationwide election of village "two committees", concentrate on rectifying weak and lax village party organizations, and promote the role of the first secretary and work team stationed in the village. Strengthen the education and training of rural party members and cadres. Improve the grassroots supervision system and strictly manage and supervise village cadres, especially those who shoulder the responsibility. Further improve the transparency of village affairs and democratic deliberation system, and support farmers to participate in village level deliberation and consultation through multiple channels. Continuously deepen the rectification of unhealthy practices and corruption in the field of rural revitalization, solidly carry out village inspections, and refine and improve the norms for rural grassroots cadres to perform their duties with integrity in the new era.
(21) Continuously rectifying formalism to reduce the burden on grassroots. Establish a comprehensive list of responsibilities for townships (streets), strengthen supervision and evaluation of implementation, and improve dynamic adjustment mechanisms. Establish a long-term mechanism for strict management and control of seconded staff from counties and townships. Strictly control the supervision, inspection, and assessment of grassroots units, streamline and optimize agricultural related assessments. Consolidate the results of the "one vote veto" and the clearing of responsibility agreements. Clean up and integrate grassroots government applications, and continuously deepen the rectification of formalism at the fingertips. Promote the integration of multiple grids in grassroots grid governance in rural areas. Promote the allocation of staffing resources to townships (streets) through methods such as "reducing the top and supplementing the bottom", strengthen classified management, and coordinate the use.
(22) Strengthen the construction of civilized rural customs. Further strengthen the construction of spiritual civilization in rural areas in the new era, enhance ideological and political guidance, implement the project of building a civilized rural atmosphere, and promote the deepening of the Party's innovative theories and the widespread practice of socialist core values. Cultivate a new style and appearance of the times, deepen practical activities such as "I do practical things for the people", and promote the construction of harmonious families and neighborhoods. Strengthen the publicity and education of ethnic unity and progress, and forge a sense of community for the Chinese nation. Establish a mechanism for providing high-quality cultural resources directly to the grassroots level, enrich rural cultural services and product supply, innovate and carry out cultural activities such as "bringing opera into the countryside" to benefit the people, strengthen support for local cultural talents, and guide the healthy development of mass cultural and sports activities. Promote the construction of traditional village characteristic protection areas, strengthen the protection, inheritance, and revitalization of rural cultural heritage, and deeply implement rural cultural relic protection projects.
(23) Promote the transformation of rural customs and traditions. Promote comprehensive governance of the issue of high dowries in rural areas, give full play to the role of organizations such as the Women's Federation and the Communist Youth League, and strengthen public welfare marriage and love services and care for rural marriage groups. Intensify efforts to crack down on illegal activities such as marriage fraud. Strengthen the standardized management of ancestral halls. Deepen funeral reform and promote the construction of public ecological funeral facilities. Continuously rectify prominent issues such as personal comparison, excessive manipulation, lavish burial and inadequate care, and scattered and disorderly burial, and improve binding norms and advocacy standards. Standardize the rural performance market and thoroughly rectify vulgar performance activities. Strengthen the construction of rural science popularization sites and oppose feudal superstition.
(24) Maintain stability and tranquility in rural areas. Adhere to and develop the "Fengqiao Experience" in the new era, strengthen the investigation and resolution of rural conflicts and disputes, improve information sharing and collaborative resolution mechanisms, and create a positive and healthy social atmosphere. Establish a normalized mechanism for cracking down on organized crime and eliminating evil in rural areas, and prevent and curb the proliferation of "village bullies" and family and clan black and evil forces. Strengthen the management of religious affairs in rural areas. Deeply crack down on rural gambling, strengthen the defense against drug abuse in rural areas, and severely crack down on economic crimes such as pyramid schemes and fraud in the agricultural sector. Establish a sound rural emergency management organizational system, strengthen the source control and investigation of safety risks in rural road traffic, gas, fire protection, self built houses and other fields.
6、 Focus on improving the system and mechanism for ensuring and optimizing the allocation of factors
(25) Stabilize and improve rural land contracting relationships. Adhere to the principle of "big stability, small adjustments", orderly promote the pilot program of extending land contracts for another 30 years after the expiration of the second round, expand the scope of the entire province's pilot program, properly resolve conflicts and disputes in the extension of contracts, and ensure that the vast majority of farmers' contracted land is generally extended and stable. Establish a sound management and service system for the transfer of contracted land management rights, and do not promote land transfer through indicators, tasks, or other means. Encourage the use of methods such as publishing circulation price indices and physical leasing to promote the stability of circulation costs at a reasonable level. Cultivate new types of agricultural management entities, improve the quality and efficiency of agricultural socialized services, and enhance the ability to drive farmers.
(26) Manage and utilize rural resource assets effectively. Solidly carry out the registration and certification of integrated real estate and land homesteads. Explore effective ways to revitalize and utilize legally owned housing by farmers through renting, equity participation, and cooperation. Urban residents are not allowed to purchase rural houses or homesteads in rural areas, and retired officials are not allowed to occupy land and build houses in rural areas. Orderly promote the reform of rural collective operation construction land entering the market, and improve the mechanism of income distribution and rights protection. Develop a new type of rural collective economy according to local conditions, without setting hard targets for collective income, and strictly control the risks and debts of collective operation. Continuously deepen the special governance of rural collective funds, assets, and resource management. Promote standardized management and rational utilization of newly added arable land.
(27) Innovate the investment and financing mechanism for rural revitalization. Prioritize ensuring general public budget investment in agriculture and rural areas, and strengthen performance management incentives and constraints. We will increase support for major projects in the agricultural and rural areas from investment in the central budget, ultra long term special treasury bond and special bonds of local governments. Utilize monetary policy tools such as refinancing, rediscounting, and differentiated reserve requirement ratios to encourage financial institutions to increase their investment in rural revitalization. Support financial institutions to issue special financial bonds for agriculture, rural areas, and farmers. Encourage eligible enterprises to issue rural revitalization bonds. Deepen the construction of rural credit system and strengthen the collection and sharing of agricultural credit information. Promote mortgage financing loans for live livestock and poultry, agricultural facilities, etc. Adhere to the positioning of rural small and medium-sized banks supporting agriculture and small businesses, accelerate the reform of rural credit cooperatives with "one province, one policy", and steadily and orderly promote the reform and restructuring of rural banks. Establish a multi-level agricultural insurance system and support the development of characteristic agricultural product insurance. Strictly crack down on various illegal financial activities in rural areas. Strengthen the supervision of the entire process of agricultural fund projects, and focus on rectifying issues such as fraudulent use, interception, and misappropriation of agricultural funds.
(28) Improve the mechanism for cultivating and developing rural talents. Implement the talent support plan for rural revitalization, strengthen the training of farmers' technical skills, and strengthen the team of various professional and practical talents in rural areas. Promote the cultivation project of rural craftsmen. Guided by industrial demand, optimize and adjust agricultural related disciplines and majors. Improve the level of vocational education related to agriculture and encourage vocational schools to form industry education alliances with agricultural enterprises. Solidly promote grassroots service projects such as the "Three Supports and One Assistance" plan, science and technology special envoy, special post plan, and college student volunteer service in the western region plan. Deepen the implementation of the Rural Women's Dream Chaser Plan and the Rural Revitalization Youth Achievement Action. Support small technology institutes to root in rural areas and help and benefit farmers. Continue to implement the special plan for rural doctors among college students. Encourage and guide urban talents to serve rural areas, and improve the incentive mechanism for evaluation and appointment.

Deepen the reform of the collective forest tenure system, adjust and optimize the management system of forest logging, and empower rights holders with more comprehensive forest disposal and income rights. Deepen the reform of agricultural land reclamation, improve the institutional mechanisms for asset supervision and corporate governance. Improve the system of state-owned agricultural land rights and promote standardized management and utilization. Promote comprehensive reform of supply and marketing cooperatives. Deepen the comprehensive reform of agricultural water prices and water rights, strengthen the management of water intake and use, continue to promote the treatment of groundwater overexploitation, and promote the use of water-saving irrigation technology.
(30) Establish a sound mechanism for urbanization of agricultural migrant population. Promote the linkage between transfer payments, new construction land quotas, infrastructure investment, and urbanization of agricultural migrant populations. We will improve the national open and unified government service platform for registered residence management, and implement the system of providing basic public services by permanent residence registration. Encourage cities with conditions to gradually include agricultural migrant workers with stable employment and living conditions in the scope of urban housing security policies. Further increase the proportion of children of agricultural migrant workers who are enrolled in public schools in their destination during the compulsory education stage. The restriction on registered residence in the place of employment will be completely lifted. Protect the land contracting rights, homestead use rights, and collective income distribution rights of farmers who have settled in cities in accordance with the law, and explore the establishment of voluntary and compensated withdrawal methods.
The key to effectively managing rural affairs and achieving comprehensive rural revitalization lies in the Party. We must persistently make solving the "three rural issues" a top priority in the work of the whole party, consolidate the political responsibility of the five level secretaries to promote rural revitalization, improve the system and mechanism of urban-rural integrated development, perfect the support system for strengthening agriculture, benefiting agriculture, and enriching agriculture, promote the deepening and practical application of the experience of the "Ten Million Project", and improve the long-term mechanism for promoting comprehensive rural revitalization. Maintain historical patience, do our best and act within our capabilities, concentrate our efforts on accomplishing a number of key practical tasks, and make them accessible and beneficial to the farmers and masses. Fully implement the "four grassroots" system, follow the Party's mass line in the new era, and strengthen the relationship between the Party and the masses. Adhere to starting from the reality of rural areas, fully respect the wishes of farmers, improve work methods, and prevent policy implementation from being simplified and 'one size fits all'. Encourage practice, exploration, reform, and innovation in various regions, fully mobilize the enthusiasm of Party members, cadres, and farmers, and stimulate the vitality of rural comprehensive revitalization.
